Chile - Telecoms, Mobile and Broadband - Statistics and Analyses

Executive Summary

Chile proposes legal changes to facilitate telecom infrastructure builds

Chile’s telecom sector is among the most developed in Latin America, with a modern infrastructure supporting a range of services in the fixed-line and mobile sectors. Full competition in all market segments has been encouraged by an effective regulatory regime. The country’s market-oriented economy has also made it popular for both national and international investors.

Fixed-line teledensity remains below the South American average: teledensity peaked in 2001 and has since fallen, a trend which is being pushed by consumer adoption of mobile services for both voice calls and mobile broadband. The leading fixed-line operator is the incumbent Telefónica Chile, trading as Movistar. Its main competitors are VTR Globalcom (VTR), the GTD Group, Entel, and Claro.

The Digital Agenda for 2013-2020 (dubbed Agenda Digital Imagina Chile 2013-2020) set out a roadmap for the long-term development of Chile’s ICT sector, including five strategic axes and 30 specific initiatives or goals to facilitate telecom access for all Chilean citizens.

Fixed broadband penetration is relatively high for the region, with services among the fastest and least expensive in Latin America. There is effective market competition though VTR and Movistar dominate.

Chile has one of the highest mobile penetration rates in South America. Much of the steady growth in recent years can be ascribed to the extensive availability of LTE networks which has encouraged take-up to take advantage of mobile data services. Movistar and Entel remain the market leaders, with a similar market share, while Claro accounts for about a quarter of the market. WOM has rapidly increased its subscriber base, partly helped by roaming agreements with all three other network operators and partly by mobile number portability which has helped increase competition and reduce prices for consumers.

All three MNOs operate extensive LTE networks and during 2018 operators trialled 5G. The regulator has also adopted its National Plan for 5G aimed at developing a consensus on services and spectrum use.

This report provides an overview of Chile’s telecom sector and regulatory environment and includes a range of statistical data and market analyses. The report also covers the mobile sector including profiles of operators and the key MVNOs. It also reviews the fixed-line and fixed-wireless broadband segments, including profiles of the main players, market statistics, analyses, and subscriber forecasts.
