In addition to its frontiers with Russia, Ukraine also has borders with Moldova and Romania in the south west and with Hungary, Slovakia, and Poland in the west, while to the north lays Belarus. The country also has a large Black Sea coastline that facilitates direct trade with countries such as Bulgaria and Turkey, and is a member of the CIS although it is gravitating politically towards the EU.

Scope

Ukraine is the second-largest cigarette market in the former Soviet Union, after the Russian Federation, with duty-paid volume in 2015 up by 1.3%, bringing an end to a period of six years of consecutive declines.

Including non-duty paid (smuggled and counterfeit) trade, in addition to duty paid sales, total consumption is estimated to have fallen by 2.6% in 2013 and by a further 10.3% in 2014.

The Industry figures indicate that the level of illicit trade (smuggled and counterfeit), had risen from 5.2% in the first quarter of 2012 to 8% in the first quarter of 2013 and reached a peak of 9.2% in the second and third quarters of 2013, but had dropped back to 7.4% by the final quarter of the year, highlighting seasonal fluctuations.

In the first quarter of 2014 the level of non-duty paid volume rose to 8.3% but had more than halved to 4% by the middle of the year before increasing to around 6.1% by the third quarter before falling back to 4.3% by the last quarter of the year. Industry data suggests that the main sources of illicit supplies are Belarus, Russia, and Moldova, with Belarus and Russia the major sources.

The cigarette market is dominated by domestically manufactured cigarettes, comprising of a mix of locally produced international brands together with a range of newly introduced national brands and revamped traditional brands. These currently form around 90.8% of domestic market volume, with imports forming 9.2% of legitimate market volume in 2014.

In 2014 a survey conducted by the Kiev International Institute of Sociology found that, nationally, 45.2 % of males aged 18 years and over and 10.9% of females of these ages were current smokers with 42% of men and 9.3 % of women smoking on a regular daily basis.
